    Join Us for the December 5 Goleta City Council Meeting

    Topics Include: Housing Element and User Fees and Charges

    We hope you will join us for Goleta’s City Council meeting this Tuesday, December 5, at 5:30 p.m. (closed session begins at 4:30 p.m.). We encourage you to join us in City Council Chambers, watch live, and/or participate via Zoom. Directions for how to do so can be found on the agenda. Items on the agenda include:

    • The City Council will discuss the Housing Element 2023-2031 Amendments California Environmental Quality Act (CEQA) Addendum. With the amendments to the Housing Element, including the rezoning of sites to facilitate additional housing, it was determined that an additional CEQA analysis would be needed. An Addendum to the General Plan Environmental Impact Report (EIR) was prepared to analyze potential changes in environmental effects associated with the Housing Element 2023-2031 amendments and rezones as they relate to the analysis in the General Plan EIR.     • The Council will hold a series of public hearings to consider revisions to Goleta’s 2023-2031 Housing Element, including the rezoning of eleven proposed sites to allow for housing development mandated by the State. The State Housing and Community Development Department recently informed the City in an October 16, 2023 letter that the proposed revisions meet all the requirements of state housing law. The Planning Commission considered the revisions at a public hearing on November 13 and 15, 2023 and recommended to City Council adoption of the changes. If the changes are adopted by the Council, the revised Housing Element will then be sent to the State for final certification.     The public hearings include:

    1. 7264 Calle Real (Kenwood Village, APN 077-130-006) inclusion in the Housing Element 2023-2031 and associated General Plan and zoning amendments. Read the staff report here: https://tinyurl.com/yckr9dda.

    3. Adoption of Housing Element 2023-2031 Amendments and General Plan and Title 17 Amendments to Implement Certain Housing Element Programs Including Rezoning. The staff report is available at https://tinyurl.com/54arrncr.
    • The City Council will hold a public hearing on Annual Adjustments for User Fees and Charges. A user fee is a payment made by an individual for a requested service that primarily benefits that individual. For the City, they are considered charges for services, such as planning related services or services related to other City regulatory permits, such as City business licenses. Annual updates are recommended to be made to the user fees, to account for any description updates or reflect any changes to the fee schedule and consider inflationary adjustments to keep up with full cost recovery.
