Here’s your weekly round-up of local government meetings, which are open to the public. If there are items of interest to you that these meeting bodies will be discussing, make your voice heard. There are many ways to have your voice heard. Check the agenda for each meeting for information on how you can participate.
Tuesday, 11/1
- County of Santa Barbara Board of Supervisors Meeting – 9 am
- HEARING: Seaman and Sierra Botanicals, LLC Appeals of the Planning Commission Approval of the Nojoqui Farms Cannabis Cultivation Project (3rd District)
- The Board will consider the appeal of the Planning Commission’s approval of a Land Use Permit for cannabis cultivation on 22.17 acres of land on a 53-acre parcel zoned AG-II-40, in the Buellton area.
- HEARING: Amendment to Santa Barbara County Code Chapter 2 – Administration
- The Board will consider amending County Code, Chapter 2, Administration. The proposed amendment would clarify the performance evaluation process for appointed department heads, authorize the County Executive Officer to designate Assistant County Executive Officers the supervision of appointed department heads and strike the requirement for the County Executive Officer to obtain Board approval in order to remove appointed department heads.
- HEARING: Amendment of Speed Limits
- The Board will consider amending County Ordinance, Chapter 23, Motor Vehicles and Traffic, in response to changes in the California Vehicle Codes governing speed limits. The proposed amendment will reduce the speed limits on Hope Avenue and Veronica Springs Road in the Santa Barbara area, Middle Road in the Montecito area, Patterson Avenue in the Goleta area, and Clark Avenue, Union Valley Parkway, Glenwood Drive, Dickson Drive, Hillview Road, Dahlia Place, and Patterson Road in the Orcutt area.
- HEARING: Amend Chapter 50 of the County Code – Licensing of Cannabis Operations
- The Board will consider amending County Code, Chapter 50, Licensing of Commercial Cannabis Operations, to address cannabis cultivation operations which have reserved acreage in the acreage cap but are not cultivating all the acreage that has been reserved.
- HEARING: Kent on behalf of Preserve Access on Santa Claus Lane Appeal of the Planning Commission Approval of the Roots Cannabis Storefront Retail Project (1st District)
- The Board will consider the appeal of the Planning Commission’s approval of a Coastal Development Permit to operate a cannabis storefront retail shop in a vacant space in an existing commercial structure located along Santa Claus Lane in the Toro Canyon Community Plan area.
- HEARING: Modoc Road Multi-Use Trail Phase II Environmental (2nd District)
- The Board will consider approving Phase II of the Modoc Multi-use Trail project. Phase II will complete the last gap in a multi-use trail, creating a continuous, separated facility for bicycles and pedestrians, extending from Isla Vista to Arroyo Burro Beach and the City of Santa Barbara.

- HEARING: Adoption of the 2022 California Building Standards Code by Reference
- Hold the public hearing and then conduct second reading (by title only) and waive further reading of Ordinance 22-_ entitled, “An Ordinance of the City Council of the City of Goleta, California, Amending the following Chapters to Title 15 “Building and Construction” of the Goleta Municipal Code: Chapter 15.01 “Building Code”, Chapter 15.03 “Electrical Code”, Chapter 15.04 “Plumbing Code”, Chapter 15.05 “Mechanical Code”, Chapter 15.08 “Administrative Code”, Chapter 15.11 “Residential Code”, Chapter 15.12 “Green Building Code”, Chapter 15.15 “Energy Code”, Chapter 15.16 “Historical Code”, Chapter 15.17 “Existing Building Code, and Chapter 15.19 “The International Property Maintenance Code” Adopting By Reference The Above-Listed Codes In The California State Building Standards Codes And Adopt Local Amendments To Those Codes”.
- HEARING: Objective Design Standards for Multiple-Unit and Mixed-Use Housing Projects Ordinance (Case No. 21-0005-ORD)
- Introduce and conduct first reading (by title only) and waive further reading of Ordinance No. 22-__, entitled “An Ordinance of the City Council of the City of Goleta, California, Amending Title 17 of the Goleta Municipal Code to Provide Objective Design Standards and Procedures to Implement State Housing Law, Case No. 21-0005-ORD, and Determining the Ordinance to be Exempt from CEQA.”
- DISCUSSION/ACTION: Update on Homelessness Efforts by the City of Goleta
- Receive an update on homelessness efforts, including funding and outreach, by the City of Goleta; and
- Authorize the City Manager to execute Amendment No. 2 to the City’s Professional Services Agreement with City Net, adding $250,000 in funding to the current not-to-exceed amount, for a total of $780,565.
- DISCUSSION/ACTION: Stow Grove Park Master Plan Project Update
- Authorize staff to move forward with the public process in the development of a Draft Master Plan for Stow Grove Park that may include elements wholly or partially in Environmentally Sensitive Habitat Areas and applicable buffers.
- HEARING: Adoption of the 2022 California Building Standards Code by Reference
