Goleta City Council to Consider Objective Design Standards for Multiple-Unit and Mixed-Use Housing Ordinance

Public Hearing November 1 at 5:30 p.m.

On Tuesday, November 1, 2022, at 5:30 p.m., the City Council will conduct a public hearing to consider amendments to Title 17 (Zoning) of the Goleta Municipal Code (GMC) to establish objective design standards for projects that qualify for streamlined, objective review under State law. The meeting will be held in person and via the Zoom platform. The public may also view the meeting on the City’s website at http://cityofgoleta.org/goletameetings or on Goleta TV Channel 19.

Development of objective design standards is critical to ensure that if a development proposal qualifies for streamlined, objective review, the City is prepared to apply adequate objective design standards so that the proposed development is designed appropriately for the community.

The proposed ordinance would establish objective design standards within Title 17 of the GMC to address this need and includes procedures for the processing of projects that qualify for this type of review. A new Chapter 17.44 of the GMC is proposed that includes applicability and procedural standards as well as objective standards for site and building design, mixed-use development, and utilitarian elements. Definitions are also included, as are other associated amendments to Title 17.

The City’s Planning Commission considered the ordinance at a recommendation hearing on September 12, 2022. That meeting can be viewed here.
