Departmental Items:

• D1) Ambulance Permit Application Review and Decision
  The Board will consider approving applications by American Medical Response, and Santa Barbara County Fire Department for non-exclusive permits to provide Ambulance services. If the Board approves, the Local Emergency Medical Services Agency will then proceed with negotiating Provider Agreements with each provider.
• D2) Appeal of the Change of Ownership, Change of Guarantor, and Change of Operator for Pipe Line 901/903
  The Board will consider the appeal of the Planning Commission’s approval of the application to change ownership, guarantor, and operator for the Las Flores pipeline system (formerly Plains All American Lines 901/903), from Plains All American Pipeline to Pacific Pipeline Company and ExxonMobil Pipeline Company.
• D3) Countywide Free Library System Annual Agreement for Fiscal Year 2023-24
  The Board will consider executing the annual Agreement for Operation of a Countywide Library System with the cities of Santa Barbara, Carpinteria, Goleta, Lompoc, and Santa Maria. The County has contracted with local cities to administer County Branch Libraries for over 50 years. Library services in the County are provided via the Cities’ main libraries and various County Branch Libraries as a way to efficiently use existing facilities and prevent the creation of County-operated duplicate establishments. The Board may also direct staff to further investigate the potential for the Isla Vista Community Services District to administer library services for the Isla Vista area. Library services in Isla Vista are currently provided by the City of Goleta.
